In what circumstances will a defendant change his mind at the police station and not make a call to a lawyer?

British Columbia, Canada

The following excerpt is from R. v. Givens, 2009 BCSC 824 (CanLII):

In this case the accused had not been duly diligent in exercising his right to counsel. He simply changed his mind at the police station. It is to be recalled that in Prosper v. Her Majesty the accused in that case had made approximately fifteen calls but was unable to reach any of the listed lawyers due to a province wide reduction in the number of lawyers who were willing to take calls outside of regular working hours.
