What is the test for disclosing an arguable case?

Canada (Federal), Canada

The following excerpt is from J. P. v Minister of Employment and Social Development, 2017 CanLII 91755 (SST):

The matter discloses an arguable case. This is a very low threshold. An arguable case in the context of a request for an extension of time requires that there be some reasonable chance of success [see McKinney v. Canada (Attorney General), 2008 FCA 409].
