In considering the question of the appropriate sentence for a conviction of defrauding Her Majesty of social assistance payments, I agree with the concern expressed by Madam Justice Kirkpatrick of this court in her recent decision Regina v. Riddell, and that is that welfare fraud is a serious crime and that it is not only the Ministry that has been deprived of scarce resources, but all of the citizens of the province.
