[189] The notion that connection to culture and heritage are significant factors in a child’s development is well recognized. In Van de Perre v. Edwards, 2001 SCC 6040, Bastarache J. confirmed, “[r]ace can be a factor in determining the best interests of the child because it is connected to the culture, identity and emotional well-being of the child”.
