Does third party notice disclose a cause of action?

Alberta, Canada

The following excerpt is from Leoppky v. McWilliams, 2001 ABCA 197 (CanLII):

This provision modifies the common law which does not grant any right to contribution among joint tort-feasors. Pursuant to the legislation, a plaintiff retains his right to elect to recover the full amount of his damage from one tort-feasor (who may be only partly to blame for his damages) but the defendant gains a statutory right to contribution from the other joint tort-feasors: Parkland (County) No. 31 v. Stetar, 1974 CanLII 198 (SCC), [1975] 2 S.C.R. 884. Does the third party notice disclose any cause of action?
