Can a psychologist review another psychologist's report?

British Columbia, Canada

The following excerpt is from Complainant v. College of Psychologists of British Columbia, 2013 BCHPRB 47 (CanLII):

The College cites case authority (Hejzlar v. Mitchell-Hejzlar, 2010 BCSC 1139 at para. 11) for the proposition that psychologists may criticize the report of another psychologist, subject to certain limitations. The reviewing expert is not admissible, neutral or independent and the content of the review report is used for cross-examination purposes.
