The termination letter was unduly harsh alleging unsubstantiated fraud and dishonesty. The City’s conduct of the dismissal was unfair, unreasonable, excessively harsh and unduly insensitive. It meets the foreseeability requirement in Hadley v. Baxendale mentioned in para. 59 of Keays.
