It may well be that the owners had no expectation of notice as the City maintains, but that is not to say that none should have been given in this instance. The Director of the City’s planning department recommended that hearings be convened in similar instances in the past and a hearing was convened in at least one case where an application was made to this court to enjoin the City from removing the sign in question: Watson v. Vancouver (City), [1983] B,C.J. No. 486 at para. 9.
