What is the city's position on a common law employee's right to terminate an employment relationship?

British Columbia, Canada

The following excerpt is from DeGagne v. City of Williams Lake, 2015 BCSC 816 (CanLII):

I find merit with the City’s submission that while it is bound by its statutory duties prescribed by the Community Charter, and whatever attendant rights to compensation arises to an employee pursuant to contract or at common law, the common law does not impose any independent duty of procedural fairness on the City as a public employer when exercising its right to terminate an employment relationship: Dunsmuir v. New Brunswick, 2008 SCC 9.
