What is the state of the law on indemnity for the City of Toronto's costs when it is sued by the owners of a building that was damaged by fire?

Alberta, Canada

The following excerpt is from Anderson v. L.J. Ryder Investments Ltd., 2002 ABCA 38 (CanLII):

The owners were not held fully liable; they were only 40% to blame. So complete indemnity for the City’s costs would be out of the question: Greep v. Josephson (2001) 285 A.R. 326. We do not recall seeing any precedent for that.
