(4th) 48,the plaintiffs were relying on mere representations made by the former mayor and city engineer that the status quo would remain in place in the future. The plaintiffs said they had a guarantee things would not change. The court concluded that these representations did not prevent the city from making changes in the future by enacting appropriate bylaws.
