What is the meaning of the definition of a mental disorder?

New Brunswick, Canada

The following excerpt is from R v AJB, 2015 NBQB 42 (CanLII):

The reference in that definition to the cause being “mental disorder” means by reason of “disease of the mind”, and a disease of the mind is any illness, disorder or abnormal condition which impairs the human mind and its functioning (R v. Cooper (1980) 1979 CanLII 63 (SCC), 1 S.C.R. 1149 at 117). In light of that law, I will re-phrase the issue I must decide.
