What is the test for carrying on the business of accepting requests for a taxi in the City of Leduc?

Alberta, Canada

The following excerpt is from 1254582 Alberta Ltd. v. Edmonton (City), 2009 ABCA 4 (CanLII):

The appellant broker was receiving orders, but it was doing so only in the City of Leduc where its only business office is. And it is agreed that the words “carry on the business” import a degree of regularity. (For example, see Kirkwood v. Gadd, supra.) If the business is largely procured by phone, the business of accepting requests for a taxi cannot be carried on in the City of Edmonton.
