Can the Health and Social Services Board rewrite a collective agreement with a union?

Saskatchewan, Canada

The following excerpt is from MacDonalds Consolidated Ltd. v. Saskatchewan Joint Board, Retail, Wholesale and Department Store Union and Dickinson, 1988 CanLII 5135 (SK QB):

Having stated this, it is also clear that the board cannot re-write the agreement for the parties. The interpretation given to the agreement by the board, must not be inconsistent with it.
