In Hosseini v. Canada, the determination on exclusion was not explained in the reasons of the board. Justice Blanchard stated that a determination on exclusion must be justified, and cannot be based on speculation. In the present case, reasons for exclusion are twelve pages long (p. 7 to 19), based on the evidence, and very detailed.
