The “best interests of the child” test is the only test. Parental preferences and “rights” play no role. See: Young v. Young, 1993 CanLII 34 (SCC), [1993] 4 S.C.R. 3, at para. 202; and Gordon v. Goertz, 1996 CanLII 191 (SCC), [1996] 2 S.C.R. 27 at para. 28.
