What is the test for using "express language" to express the intent of the legislature with respect to prospective or retrospective force of an Act?

Saskatchewan, Canada

The following excerpt is from Eye Hill (Rural Municipality) No. 382 v. Kidd, 1976 CanLII 974 (SK QB):

The authorities were reviewed at length in Tomashavsky v. Young, supra, and from them I conclude that the intention of the legislature with respect to the prospective or retrospective force of an enactment may be manifested by the use of express language or may be ascertained from the necessary implications of either the subject matter of the legislation or the circumstances under which it was passed.
