What is the test for supporting a claim for out-of-pocket expenses?

Prince Edward Island, Canada

The following excerpt is from Ayangma v. Eastern School Board and Ano., 2008 PESCAD 16 (CanLII):

At the outset we state that the appellant is entitled to his out-of-pocket expenses. Those are expenses such as photocopying, binding, travel, accommodations, and meals. The appellant has not filed any receipts relating to these expenses. In Ayangma v. The Attorney General of Prince Edward Island 2004 PESCAD 22, Webber J. A. stated: In the future, I would expect Bills of Costs to be supported by sufficient particulars, and in affidavit form, to enable the court to determine the appropriate costs. Failure to provide such information would in most cases result in a finding that the costs have not been proven.
