What is the effect of a statutory prohibition against taking action after the period named in a simple contract?

Saskatchewan, Canada

The following excerpt is from Fitzgerald v. Apperley, 1926 CanLII 189 (SK CA):

In Barnes v. Glenton [1899] 1 Q.B. 885, at p. 889, 68 L.J.Q.B. 502, Collins J., says: The statutory prohibition against taking proceedings after the period named is not a statutory permission given to take them within that period, and it does not remove the existing fetter imposed in the case of simple contracts by the Act of James.
