The following excerpt is from Leaf v Langley (Township), 2018 BCSC 2265 (CanLII):

As was noted in Aschenbrenner v. Yahemech, 2010 BCSC 1541 at para. 17, a substantial success is not determined by counting up the number of issues and allocating success on each or by comparing dollar amounts. Substantial success means success on matters globally taking into account the weight of the issues set out in the pleadings or raised on the application and their importance to the parties.
