14. As noted, part of the applicants’ requested remedies is an order that they did not breach any bylaws. In turn, the strata requests an order that the applicants breached the bylaws. I find these are requests for declaratory relief, which the CRT generally does not have the jurisdiction to award (see Fisher v. The Owners, Strata Plan VR 1420, 2019 BCCRT 1379). Therefore, I decline to consider these requested remedies.
