36. Strata councils must enforce the strata bylaws. However, most strata councils, as is the case here, are made of lay persons performing volunteer roles. In Mitchell v. The Owners, Strata Plan KAS 1202, 2015 BCSC 2153 the court noted that some latitude is allowable when scrutinizing their conduct.
