What is the difference between allegations of reprisal and allegations of mistreating?

Ontario, Canada

The following excerpt is from Fang v. The Hospital for Sick Children, 2020 HRTO 669 (CanLII):

While the applicant alleged that the personal respondent has been mistreating her since 2011 the applicant has not connected her asserting her rights in 2011 and the alleged acts of reprisal in her initial Application other than by speculation, accusation, bald allegation and suspicion. See Spulnick v. Gerdau Long Steel North America, 2019 HRTO 210.
