What is the test for granting access to the child to the father of the child after the child has been adopted?

Saskatchewan, Canada

The following excerpt is from Spence v. McKenna and McKenna, 1981 CanLII 2323 (SK QB):

The paramount consideration is still the welfare of the child. Happily, in Smith v. Koch the mother agreed that the court should grant access in favour of the natural father. So the only question for the judge was really whether he had authority to make an order as to access after the granting of a petition for adoption. . He concluded that he did. There the status of the father was the same as the applicant in the present case.
