Strict compliance with statutory provisions for service of notice is always required when property rights are involved: Riopelle v. City of Montreal (1911), 1911 CanLII 63 (SCC), 44 S.C.R. 579. In this case, the City did comply strictly with the statutory requirements. The service of the notices of intention to placard as effected by the City was valid.
