The Respondent cited Shaheed Mohamed v. York Condominium No. 414, 2018 ONCAT 3, in which redaction is described as “substantive work requiring specialized knowledge,” to support the suggestion that review and redaction should be carried out by legal counsel. This submission misapplies that statement, since it disregards that the degree of specialized knowledge required to review and redact a record may vary. In many cases, it should not be inconceivable that a director, a manager of a condominium, a staff member, or another person, could possess the necessary knowledge and skills to perform such a function, likely at a considerably lower rate (if any) than even the reduced rate proposed to be charged by the Respondent for its solicitor’s review in this case.
