The following excerpt is from Pritchard v. Crosfield, 2005 BCSC 1872 (CanLII):

The leading case on applications of this nature concerning the questions of relevancy and fishing is Dufault v. Stevens. Relevancy in that case is defined as documents which may, not must, lead to an inquiry which may damage the plaintiff's case or improve the defence's case. Specifically, in Dufault v. Stevens and the cases that follow, fishing expeditions are not allowed if there is no basis for them.
