In Regina v. Charboneau, Vallerand J.A. states: In the present case, the crimes are serious. No violence, of course, but on the other hand, they involve the underhanded deceit of a person who, holding a position of confidence in the public service, undermines the system for personal gain. Such behaviour, in my view, calls for deterrence, ….to hold otherwise, would in my view bring the administration of justice into disrepute.
