Delay in seeking Convention refugee status is not, by itself, a determinative factor in assessing the element of a subjective fear of persecution: Huerta v. Canada (Minister of Employment and Immigration (1993), 157 N.R. 225 (F.C.A.). However, it is a relevant factor to be assessed relative to both the actions and evidence of a claimant.
