The applicants’ argument that the officer failed to consider similarly situated persons is rooted in the erroneous proposition that when one member of a family is granted protection, all others should be considered at risk also. This does not accord with the jurisprudence, as it is established that persecution against one family member does not automatically entitle all others to Convention refugee status (see Rahmatizadeh v. Canada (Minister of Employment and Immigration), [1994] F.C.J. No, 578 at paragraph 8).
