Reasonable grounds requires more than mere suspicion, but less than the standard in civil matters, i.e. proof on the balance of probabilities. It arises where there is an objective basis for belief on compelling and credible information: Law Society of Upper Canada v. Lesieur, 2016 ONLSHP 173.
