29 In Harrison v. City of Richmond (1993) 14 M.P.L.R. (2d), 261, Finch J. dealt with the publication of intent in respect of a rezoning. The rezoning aspect of the procedure, which also included a text amendment to the official community plan, was described as "from Agri Park District (AG3) to golf course district (AG2)", with the explanation, "to permit the development of a golf course". At page 276 he said, "In my view this notice of public hearing met the statutory requirement, and gave reasonable notice to interested persons".
