Is a personal injury claim arising from an accident which occurred on a boat moored at a harbour subject to maritime matters?

British Columbia, Canada

The following excerpt is from Jackson v. Fisheries and Oceans Canada et al, 2006 BCSC 1492 (CanLII):

Reasoning by analogy from Burnyeat, J.'s decision in Laboucane v. Brooks, if a personal injury claim arising from an accident which occurred on a boat moored at a harbour is not a subject-matter which is integrally connected with maritime matters, then neither is the subject-matter of the plaintiff's claim, where the accident occurred on a ramp or wharf of a harbour.
