We have no authority to modify the statutory scheme by narrowing that discretion. "The test is whether the district court complied with the applicable [statute]. If the [statute] do[es] not require a detailed explanation of the court's decision, the district court need not volunteer one...." United States v. Gomez, 846 F.2d 557, 560 (9th Cir.1988).
