Can a law firm provide a discounted rate in its Bills of Costs to the Township?

Ontario, Canada

The following excerpt is from Galganov v. Russell (Township), 2011 ONSC 3065 (CanLII):

Counsel submit that while the law firm did offer a discounted rate (noted as a special rate in its Bills of Costs) to the Township, the paying parties should not benefit from that fact and therefore they have calculated their requested costs at the “regular” rate (See Mantella v. Mantella, [2006] O.J. No. 2085 (S.C.J.) at paragraph 7).
