Manitoba says that, in 2003, there was no private list of people who would perform marriages with only Christian content; however, for reasons of which Manitoba is unaware, there was a private list of marriage commissioners as well as a public list at that time. But in 2004 following the decision in Vogel v. Canada (Attorney General), [2004] M.J. No. 418 (QL), the private list was abolished as being inappropriate.
