Does a licensing by-law that includes the names, addresses and telephone numbers of a landlord conflict with the provisions of the Personal Information Protection Act?

Ontario, Canada

The following excerpt is from Toronto Police Services Board (Re), 2012 CanLII 34866 (ON IPC):

In London Property Management Association v. City of London, the court was satisfied that the licensing by-law did not conflict with the provisions of the Act which protect personal information because the names, addresses and telephone numbers of landlords is contact information that identifies the landlords in a business capacity and comes within the section 2(2.1) of the Act.
