Can a lawyer be found ungovernable for failing to co-operate or respond to a complaint from five different clients?

Ontario, Canada

The following excerpt is from Law Society of Upper Canada v. Munro, 2015 ONLSTH 45 (CanLII):

In Law Society of Upper Canada v. Slocombe, 2012 ONLSHP 22, the lawyer's failure to co-operate or respond to the Law Society concerning complaints from five different clients was found, in combination with a previous similar discipline history, to be conduct which warranted revocation of the lawyer's licence to practise law, and a finding of ungovernability.
