Is a witness not an expert?

Ontario, Canada

The following excerpt is from Crew v. Lobo, 2016 ONCJ 632 (CanLII):

Also from Jewish Family and Child Services v. S.K., 2015 ONCJ 246, it is understood that witnesses who are not experts but who nevertheless have experience may present their observations and conclusions in the form of an opinion. For example, it is usual for social workers in child protection cases to give opinions, based on their education and clinical expertise, about a variety of issues including the quality of a parent and child interactions, emotional state of individuals, appropriate placement and adoption issues.
