The case of Santa Clara Valley Land Company v. Meehan, 62 Cal.App. 531, 217 P. 787, is supportive of respondent's position. In that case the City of San Bruno acquired a privately owned water system that was servicing the city and then formed a city-wide assessment district and assessed each lot within the city for the cost of the improvement. The plaintiff landowner challenged the assessment, arguing that he was not benefited by the formation of the assessment district because he already was connected to the private water system. In upholding the assessment, the appellate court said:
