'The judiciary is an indispensable part of the operation of * * * system. With the growing complexities of government it is often the one and only place where effective relief can be obtained * * * where wrongs to individuals are done by [59 Misc.2d 57] violation of specific guarantees, it is abdication for courts to close their doors,' Mr. Justice Douglas, Flast v.
