Is calling the police a protected activity?

California, United States of America

The following excerpt is from De Groot v. Essex House Marina Del Rey Homeowners Ass'n, B291986 (Cal. App. 2020):

3. The Association asserts that in addition to calling the police, the act of "interacti[ng] with law enforcement" is protected activity. Merely interacting with law enforcement is not likely protected activity where calling the police, who decline to arrest, and then making a citizens' arrest instead, has been held not to be activity protected by the anti-SLAPP statute. (Wang v. Hartunian (2003) 111 Cal.App.4th 744, 747, 749, 752.)
