Is a Local Rule that seeks to relax statutory requirements in section 664.6.4 of the California Constitution valid?

California, United States of America

The following excerpt is from Mohammadi v. City of Fresno, F080055 (Cal. App. 2020):

4. To be valid, a local rule "must be consistent with the federal and state Constitutions, statutes, rules of court, and applicable case law." (Jameson v. Desta (2018) 5 Cal.5th 594, 612.) Accordingly, a local rule cannot relax statutory requirements and we do not interpret this local rule as attempting to modify the requirements in section 664.6.
