The requirements of procedural due process 'depend on a variety of complex factors such as the nature of the claimed procedural rights, the extent of interference with the private interest, and the governmental interest involved.' (CEEED v. California Coastal Zone Conservation Com., 43 Cal.App.3d 306, 317, 118 Cal.Rptr. 315, 323.) Respondent cites no authority holding that a greater-than-majority (or even a unanimous) vote requirement in an administrative decision-making process is violative of due process.
