Monroe concluded "section 290 requires a person convicted of violation of section 647a[, which is one of specifically enumerated offenses,] to register as a sex offender. The section uses the mandatory language 'shall' and leaves no discretion in the trial judge to not require registration if one or more of the violations occurs." (People v.
