When interpreting statutes, the plain meaning of the words in their entire context should be considered so that the overall sense and the overall scheme and object of the legislation is in harmony. If the specific language admits no ambiguity, then the provision must be applied regardless of the object or purpose of the legislation: Friesen v. Canada, 1995 CanLII 62 (SCC), [1995] 3 S.C.R. 103.
