Without sharing of information on a real-time basis, the ability of law enforcement agencies to effectively investigate inter-jurisdictional criminal activity in a co-ordinated way would be dramatically impaired. Justice L’Heureux Dube explained the need for international cooperation in the investigation of criminal activity in the following terms, “[t]he reality of international criminal investigation and procedure is that it necessitates co-operation between states” in Schreiber v. Canada (Attorney General), 1998 CanLII 828 (SCC), [1998] 1 S.C.R. 841 at paragraph 29.
