I acknowledge that exclusions in insurance policies should be construed narrowly against the insurer (see Amos v. Insurance Corp. of British Columbia, 1995 CanLII 66 (SCC), [1995] 3 S.C.R. 405, at para. 16). However, the exclusion in this policy is clear. Upgrades required by by-laws are not something that the policy covers.
