It is not to be assumed, on authority or principle, that injunctive relief in these cases will issue upon the bald application of the Attorney-General. There must be much more. As indicated in Attorney-General v. Lees & Courtney, post, the history of the matter must clearly demonstrate, as it does here, an open and continuous disregard of an imperative public statute and its usual sanctions which is unlikely to be thwarted without the intervention of the court.
