In what circumstances will the administrative record of the California Department of Justice be reviewed for review?

California, United States of America

The following excerpt is from Golden Door Props., LLC v. Superior Court of San Diego Cnty., 267 Cal.Rptr.3d 32, 53 Cal.App.5th 733 (Cal. App. 2020):

In Protect Our Water v. County of Merced (2003) 110 Cal.App.4th 362, 1 Cal.Rptr.3d 726, upon which Plaintiffs rely, the appellate court reversed because the large administrative record was so disorganized as to be inadequate for review. Many documents could not be identified, and key findings by the administrative agency were "impossible to findlet alone sufficient to enable [the court] to determine whether they [were] supported by substantial evidence." ( Id. at pp. 364-365, 372, 1 Cal.Rptr.3d 726.)
